About Us:
Smart Interdiction was developed by Shaun Smart, a 32 year veteran of the Ohio State Highway Patrol, considered one of the world’s leading experts on criminal patrol and criminal interdiction techniques.
The company has a number of associated instructors who are all vetted as professionals and subject matter experts, among them two former National Interdiction Officers of the Year, the highest national level award for the detection and apprehension of in-transit criminals, which is presented to only one officer per year for the country. Smart Interdiction stresses human behavior assessment as the single most important aspect of police work while at the same time teaching officers about the pitfalls of illegal profiling and the dangers of corruption. We are committed to helping law enforcement better understand the criminal element and how to detect them, all while displaying the professionalism and character necessary to enhance the standing of all officers in the eyes of the public.
About the owner:
Shaun Smart began his law enforcement career as a Trooper with the Ohio State Highway Patrol, earning his reputation while working in the Montgomery and Preble County areas. He has been a direct line supervisor (sergeant) of Traffic/Drug Interdiction Team (TDIT) and Criminal Patrol (CP) officers and was selected by the division to head the entire interdiction program as TDIT Coordinator (Lieutenant) in 1999, during which time he supervised over 20 canine teams and over 40 interdiction officers. After his voluntary return to hands-on interdiction, he handled two narcotics detection canines over the course of ten years. He has been involved in thousands of criminal arrests for crimes ranging from murder to drug smuggling to bank fraud and has made or been personally involved with over six hundred significant seizures of illegal drugs and currency.
Shaun has trained, on duty and off, well over 20,000 law enforcement officers—in fourteen foreign countries and 37 of the 50 United States—in the areas of criminal and drug interdiction. In addition, in 2005 he developed the first ever training program specifically designed to educate officers on Change in Driving Behavior and Unusual Driving Behavior as they relate to the detection of possible criminal activity. In 2015, he and his partner, Sergeant Stacey Arnold, created and implemented the first ever advanced criminal interdiction ride training program in the country that incorporated pre-ride and post-ride testing and assessment of participants, giving usable data on an officer’s level of situational awareness and human behavior assessment capabilities. Shaun alone has trained over 500 officers in real-world, in-cruiser, on-the-road ride training sessions, a number of which resulted in the seizure of multi-kilo amounts of narcotics, the arrest of wanted felons, or the detection of numerous in-transit criminals. Shaun was a Senior Mentor, Master Instructor for the Federal Highway Administration’s Drug Interdiction Assistance Program (28 years) and a Senior Associate Instructor for the Drug Enforcement Administration’s Operation Pipeline Program (30 years) until his retirement from law enforcement in 2023, and he has been an overseas instructor for the DEA (pre and post retirement), the State Department, and other entities multiple times.
Shaun has received more than 100 awards and commendations at the local, state and national level.
The most notable:
2005 National Criminal Interdiction Officer of the Year – FMCSA/DIAP/EPIC. Top national law enforcement award for roadway criminal interdiction, presented in the United States to only one officer each year.
1994 and 2005 Police Officer of the Year (Honorable Mention) – International Association of Chiefs of Police (IACP): The top law enforcement honor in the country. Awarded for bravery and/or service above and beyond. The IACP and Parade Magazine select one winner and nine honorable mentions each year. Trooper Smart was recognized at the 2005 IACP Conference in Miami, Florida and previously at the 1994 IACP Conference in Albuquerque, New Mexico, as one of the honorable mention awardees for his continuing accomplishments in the field of criminal interdiction. The 2005 award is the second time Trooper Smart received this honor.
2012 El Paso Intelligence Center (EPIC) Director’s Award. Presented annually to one officer from the country by the Director of EPIC in recognition of excellence in service as well as continued efforts in the area of criminal and drug interdiction. 2015 EPIC/DIAP Lifetime Achievement Award. Presented annually to one officer from the country by the El Paso Intelligence Center and the Drug Interdiction Assistance Program for career spanning involvement in the interdiction of crime and the training of other officers in methods to detect in-transit criminals.
Mission Statement:
The goal of the company is to train law enforcement officers in understanding, evaluating and legally acting upon human behavior clues displayed by in-transit criminals, while at the same time being able to clearly articulate what they have observed and why they took the actions they took. This will make the officer better at their job, more comfortable working in unusual situations, and give them more confidence in report writing, court testimony, and communications with not only each other but with superior officers. Officers who truly understand these concepts are routinely viewed as not only trusted law enforcement professionals but also as invaluable sources of information for department staff, ranking officers, and even prosecutors and judges, especially when assessing the actions of other officers, when evaluating and implementing proactive criminal patrol efforts, and when defining and creating policies and procedures.
